Having heard the parties at significant length, it is felt necessary to examine the provisions of the Career Advancement Scheme published and administered under the aegis of the All India Council for Technical Education ("AICTE") to examine the specific contours thereof, and determine whether the advancement and extension of benefits to the teaching staff would constitute an "entitlement" or a "privilege". It would also be necessary to examine any stipulation as to the periodicity in which the committees for assessment of Career Advancement Scheme must be constituted.

Learned Advocate for the Petitioner undertakes that he would be able to produce the same before the next date. 3.

Learned Advocate for the Respondents also submits that subsequent round under the Career Advancement Scheme and the formation of a committee in 2018 was given a go-by by the Petitioner by not participating in that round and the Petitioner having given up the claims that accrued to him under the said scheme. He would submit that this can be demonstrated from the exhibits appended to the Respondent's Reply before the Grievance Committee. Liberty to bring the same on record before the next date. 4.

Stand over to January 6, 2026.
