By these Petitions, the Petitioners seek a direction to Respondent No.2 to consider the proposals tendered by the Management seeking approval to the appointments of these Petitioners. The proposals are pending adjudication and decision for the last, almost, three years.

The learned AGP representing Respondent No.2 submits, in the light of the recent judgment delivered by this Court in Kum. Ratna Ramesh Salunke and Ors. v/s. The State of Maharashtra and Ors.1, that the Education Officers will now have to verify as to whether the Pavitra Portal was in operation and whether the login ID was allotted to the Educational Societies which have selected and appointed the Petitioners. Once this verification exercise is completed and if it is noticed that the Pavitra Portal was Judgment in Writ Petition No.6949 of 2025 along with other connected Writ Petitions dated 16.10.2025.
not activated, the Education Officers may have to look at such cases, differently. If the Pavitra Portal was activated and the login ID was allotted to the Education Societies, the issue as to whether the selection of these Petitioners dehors the Pavitra Portal, could be sustained.

In view of the above, these Petitions are disposed off by granting liberty to Respondent No.2 to carry out such verification exercise as noted above. Let this exercise be completed and a reasoned order be passed within a period of 120 days from today. 4.
We direct the Managements to file their affidavits within 30 days from today, declaring whether the Pavitra Portal was activated before the Petitioner employees were appointed. Needless to state, the Education Officers would call upon the Management to participate in the hearing, if he/she finds that there are certain issues which need to be looked into. He shall verify whether the Pavitra Portal was activated and the Login ID was allotted to the institution. Thereafter, if there are any deficiencies or objections in the proposals, liberty to the Education Societies would be granted to
remove the deficiencies. The directions issued in Kum. Ratna Ramesh Salunke (supra), would be applicable to these cases. (ASHWIN D. BHOBE, J.) (RAVINDRA V. GHUGE, J.)
