After the matter was remitted by the Supreme Court by an order dated 16th September 2025, it appears that notices were not issued to the respondents. The only ground on which the matter was remitted back was that the private respondents ought to have been heard in the matter.

Mrs. Raghuwanshi, learned AGP waives notice on behalf of respondent No.1. Mr. Kulkarni, learned counsel waives notice on behalf of respondent Nos.2 to 4. Reply affidavit on behalf of the said respondents is already filed. Hence, the petitioners are permitted to file rejoinder affidavit before the next date of listing.
