This petition under Article 226 of the Constitution of India is filed praying for the following reliefs :- "(a) This Hon'ble Court may be pleased to issue a Writ in the nature of Mandamus or any other appropriate Writ, Order or direction to the Respondent No.2 for constituting a 3 Member bench to hear and decide the issue in a time bound manner.

(b) This Hon'ble Court may be pleased to pass such further and other reliefs as this Hon'ble Court deems fit and proper in the facts and circumstances of the case be granted."
