Let Respondent No.2 consider the representation strictly in accordance with the policy which is applicable. The stakeholders may be granted an opportunity of representation. Let a decision be taken within a period of 120 days. If Respondent No.2 concludes that it is not within his domain to take such a decision, he would appropriately guide the Petitioner to avail of a remedy, as may be permissible in law.
