1. The parties have liberty to inspect the records of Writ Petition No. 5375 of 1988 and Writ Petition No. 71 of 2005, since the orders passed in both these Petitions have to be dealt with in the course of adjudicating this Petition.

The core issue in this Petition is the conflict between the interests of the legal heirs of a license holder and the interests of partners of the license holder, particularly when the State has ASHWINI JANARDAN VALLAKATI recognized the partnership in its records.
