A simple prayer put forth by the Petitioners is that the pending proposals dated 19th September, 2017, 4th January, 2018 and 14th January, 2019 be decided.

The learned AGP submits on instructions from Respondent No. 1 that the office is searching for these proposals. Harish

We do not wish to make any observations on the above statement at this stage since it indicates a sorry state of affairs. At the same time, we cannot compel the Petitioners to suffer hardships on account of the misplacing of their proposals. 4.
Suffice it to say that the proposals placed on record in this Petition paper book at page Nos. 23, 24 and 25, shall be treated by Respondent No. 1 as the proposals tendered by the Management. The procedure laid down in law shall be duly followed and after conducting a proper verification exercise and scrutiny of documents, a decision would be arrived at by Respondent No. 1, within a period of 90 days from today. If an adverse order is passed, the same shall be supported with reasons. 5.
If there are any deficiencies in the proposals, Respondent No. 1 would intimate the said fact to the Management with promptitude and the Management would remove the deficiencies, expeditiously. We caution Respondent No. 1 that after pointing out the deficiencies, if any, the proposals shall considered on their merits. 6.
