These Writ Petitions can be disposed of by directing the Respondent No.3-the Education Officer to take a decision on the proposal of the Petitioners for grant of approval, which was submitted on 16th June 2023. 2.
The documents placed on record by the Petitioners shows that all the relevant documents were annexed with the proposal of the Petitioners. 2 of
However, the Respondent No.3 has rejected the proposal of the Petitioners by pointing out 9 deficiencies.

In view of the above, the proposal of the Petitioners be resubmitted by removing the deficiencies within a period of four weeks from today. The Education Officer shall take decision on the said proposal, after giving an opportunity of hearing to the Petitioners, the Management and all the concerned.

Learned Advocate for the Respondent No.4-Management disputes the genuineness of the documents submitted along with the proposal of the Petitioners. The Education Officer shall consider the objection and decide the same by giving reasons thereof.

Since the cases of the Petitioners are not covered by the Paritra Portal, as they are appointed on unaided basis and they are appointed prior to the introduction of the Pavitra Portal, the same shall not be a ground to reject the proposal of the Petitioners.
