Mr. Kasar has taken me through orders passed by the Presiding Officer and the Appellate Tribunal appended at page Nos.122-149 of the Petition.

Prima facie I have put a question to Mr. Kasar on the basis of the appointment order appended at page No.29 which is not in consonance with the submissions and grounds mentioned in the Petition. In that view of the matter he would persuade the Court to permit him to confabulate with his client as to whether his client has signed any Agreement with private Respondents with respect to their appointment and accordingly place the same on record if any such Agreement is executed.
