Substantial submissions have been made.

It would be necessary to examine a copy of the Panchnama by which the measurements of the pieces of land in question were made, which led to the report of the Block Development Officer dated February 1, 2024.

The core contention by the Petitioner is that the measurements were done without the participation by the Petitioner, and therefore, the law laid down by two Learned Single Judges of this Court dealing with a similar position has not been complied with. Respondent No.5, the Panchayat of which the Petitioner is the Sarpanch, despite being made a party, has chosen not to enter appearance. Therefore, Respondent Nos.1 to 4 are directed to procure a copy of the entire records and place it for consideration by this Court. 5.

Stand over to January 19, 2026.
