It is submitted by the learned counsel for the petitioner that the petitioner passed his 6th Semester in Bachelor of Social Work on 27th July 2018. In accordance with Circular dated 18th March 2021 issued by the University of Mumbai, an application seeking improvement in the grade secured by a candidate is required to be made within a period of five years from declaration of the results. Such application was made by the petitioner on 2nd July 2023. However, the said application has been rejected on 27th December 2023 on the premise that a period of five years has elapsed.

Prima facie, the application in question appears to have been made prior to the expiry of period of five years.

Issue notice to the respondents, returnable on 27th January 2025. The learned Assistant Government Pleader waives notice for respondent nos.1 and 2. Other respondents be served through all permissible modes. 4.
