Until further orders, no appointment orders be issued in the matter, as prima facie we are satisfied that the respondent no.2 has taken a somersault by cancelling the recommendation in favour of the petitioner by reevaluating his experience that too without offering any opportunity of hearing. Once the petitioner's candidature was recommended after having considered his experience, we fail to understand what prompted the respondent no.2 to reconsider the said issue.
