Learned counsel for respondent nos.2 and 3 submits that the controversy involved in the petition can be resolved by the government itself after considering the circular dated 28.01.2025 which is filed on record along with their affidavit-in-reply dated 03.03.2025. Learned counsel for the petitioner also states that the circular deals with the situation which can be duly considered by respondent no.1 Education Officer. 3.

Despite order dated 02.07.2025, time is granted to respondent no.1 to file its affidavit-in-reply for making a clear statement about applicability of circular dated 28.01.2025. The reply be filed within two weeks from today. 4.
