DATED :- 07.04.2026 Learned counsel for respondent no. 4 submitted that respondent no. 4 has tendered unconditional apology and the act was done by her without having any knowledge of the consequences. It is further submitted that she may be lacking experience being a new appointee and there is no ulterior motive behind the said act.

The fact that respondent no. 4 is a young lady and was newly appointed as Circle Officer at the relevant time having less experience might be the reason for the blunder committed by her. Considering this fact as well as her post appearance conduct and the undertaking given by her that henceforth, she will be diligent while discharging her official duties, this court is of the opinion that lenient view should be taken. Respondent no. 4- Circle Officer shall take serious note of the observations made in these proceedings and henceforth discharge her duties with utmost sincerity.
