List the matter on 16.02.2024 at the request of the learned counsel for the respondent No.3, who will file the response regarding the meaning of clause 13 of the earlier policy (page 90) and clause 15 of the new policy which is in force (page 141) and the date on which the policy according to him comes into effect; the efficacy of the impugned communication dated 12.12.2023 (page 168) on the ground that it has not been issued by the appropriate Authority, is also been raised which also shall be addressed by the respondents.
