The petitioner who is a journalist, has approached this Court alleging mismanagement and misappropriation in respect of procurement of paddy at a minimum support price. 2.

Considering the locus of the petitioner, we are not inclined to entertain the petition. However, counsel for the petitioner submits that he shall examine and explore the possibility whether the present petition can be treated as Public Interest Litigation and if so, shall submit appropriate pleadings in the present petition to that effect. 3.

If such proposal is submitted by the petitioner, office to verify and place the matter before the Court so as to examine whether the claim put forth is within the jurisdiction conferred to entertain the Public Interest Litigation.
