Contentions are even if the petitioner was required to complete the construction to the extent of 20% from the date of execution of agreement for possession i.e. 18/01/2018 as per Clause-3(d), Clause-6 has an overriding effect for the grant of extension to such limitation. 2.

According to the learned counsel for the petitioner the respondent-Authorities were insensitive in preference to an individuals like the petitioner during the COVID period who could not initiate or complete the mandatory construction.
