Since, the appeal is a substantive statutory right, in absence of there being any provision, we are not inclined to grant such directions to the respondent to decide the pending appeal.

However, it is brought to our notice that suspension of the petitioner is for more than two years. In such an eventuality, having regard to the position of law, it shall always be open for the petitioner to approach before the disciplinary authority to revoke the suspension, as it is informed that the enquiry proceedings are not completed within a reasonable period of six months.
