The contention of Mr. Mirza, learned Counsel for the petitioners, is that the policy of the Government is to promote the Hamal Cooperative Societies in the matter of execution of the contract of transportation of foodgrains. It is brought to our notice that an exception is created by the impugned communication in regard to four-five Districts, thereby not finalizing and allotting the work in favour of the Cooperative Societies of Hamals in spite of the fact that they are duly qualified. According to learned Counsel Mr. Firdos Mirza, the consequences of non-finalization of the contract in favour of the petitioners have resulted into extending undue benefits to the existing Contractors though their contract period had already expired.
