In the course of argument, we have noted that the father of the petitioner, Uttam Dnyaneshwar Chaudhari, who was armed with a Certificate of 'Mana' was subjected to verification and the Vigilance Inquiry was also conducted. However, while deciding the claim of the petitioner, it was noticed that the Vigilance Enquiry conducted in case of Uttam was perfunctory in nature and certain pre-constitutional entries from 1922, recording the caste of the predecessor of the petitioner, as "Mani" were not taken into account. We deem it appropriate to direct Mr. Rao to seek file pertaining to Uttam including the Vigilance Report in his case.
