The contention of Mr. N. B. Kalwaghe, learned Counsel for the petitioner is that once the Storage Superintendent has certified and recommended the payment of bills which are at Annexure - A viz. Page 13 to 19, it was expected of the respondent No.1 to sanction and release the funds.

Issue notice for final disposal to the respondents, returnable after eight weeks.
