It is the case of the petitioners that they are registered Mathadi workers with respondent No.2. The respondent No.4 is dealing in the Tatal Steel and operating in yard for unloading of the material at Kanhan Railway Siding.

According to the petitioners, though the work of unloading of the material dealt with by respondent No.4 is to be given to registered Mathadi workers, the work is done through private labourers. 4.
