The communication dated 22/08/2024 (page 24), rejecting the proposal for approval is by the respondent No.2, who has no authority as the authority to include the name of the petitioners in the Shalartha ID as the same is vested with the respondent No.1. On this ground alone, the impugned communication dated 22/08/2024 is hereby quashed and set aside and the matter is remitted back to the respondent No. 2 to be sent to the respondent No.1 to take an appropriate decision in that regard.

The petition is accordingly allowed in the above terms. No costs.
