1. Since the order of the Human Rights Commission is subject to challenge, counsel for the petitioner seeks liberty to implead the Commissioner through its Member Secretary as a respondent. Liberty, as prayed for is granted. In addition, the State of Goa is also sought to be impleaded as a respondent. Permission granted. Necessary amendment to be carried out forthwith. Re-verification is dispensed with.

2. Mr S. G. Bhobe, learned Public Prosecutor, waives notice on behalf of the State.

3. Issue notice to the Goa Human Rights Commission by making it returnable on 30.4.2025. In addition to the Court's notice, the petition is permitted to be served by private notice.
