In case the petitioner intends to have his grievance redressed, it is for her to explain the delay, since from the sequence of events on part of the petitioner, some grievance was raised in the year 1992-93 and thereafter some representations are preferred in 2019 and 2023 to be followed by the petition filed in the year 2024.
2. The Counsel for the petitioner would submit that in the previous round, the petition was instituted by the petitioner, which came to be disposed of but the said order do not form part of the petition. 9th June, 2025

He is therefore directed to file a fresh affidavit, explaining the delay in instituting the petition and also place all such appropriate documents which the petitioner deems appropriate to be placed for explaining the long delay as a relief in a writ may be refused to a party where the proceedings suffer from delay and latches.
4. Let such affidavit be filed within a period of two weeks from today.
5. List the matter on 30.06.2025.
