The learned AGP opposed the application. The Writ Petition No. 9712/2015 was dismissed for non-prosecution by this Court on 7th November 2017.

The learned counsel for the Applicant invited our attention to the averments made in the application for restoration and for delay in filing the application.

For the reasons stated in the application, we are satisfied that the delay deserves to be condoned and also for the reasons stated in the application, the writ petition deserves to be restored. The order dated 7th November 2017 passed by this Court is recalled. Writ Petition No.9712/2015 is restored to the file. 5.

The Petitioner to hand over a copy of the petition to the learned AGP, The learned AGP to seek instructions. It is the submission that the Petitioner's cousin uncle by name Ramchandra Thakur is issued with the certificate of validity. This aspect be verified by the learned AGP after obtaining instructions from the Scrutiny Committee.
