It is strange to note here that even when the matters are listed for return of service, urgent circulations are sought that too without complying with on their part. It seems to be unhealthy practice. Even today, the Petitioner has not filed service affidavit. When the matter was already listed for return of service, there was no necessity to seek urgent circulation unless there is extreme urgency. Today, learned counsel for the Petitioner is not even disclosing the urgency in the matter. Hence, the Court expresses displeasure on such practice seeking circulation unnecessarily in the matter which is really not urgent.
