When the matter is called out, the Applicant mentioned that he is having four or five other petitions and he has mentioned before the Hon'ble the Chief Justice about circulation of these matters and he was told that his circulation will not be stopped. 2.

Learned APP pointed out that unless and until, the directions about either obtaining certificate or engaging an advocate will be complied with, the Applicant cannot address the Court. 3.

Learned Registrar (Judicial-1) has attended the Court and he apprised me about the facts and circumstances. It need not be recorded in the Order. The fact remains, he is not certified to represent his case. So, I am unable to hear him personally.

In view of that there will not be further circulation unless and until earlier directions will be complied with. 7.

I am again reiterating those directions. They are as follows:- a) Either appoint an advocate.

b) Seeking some directions from the Division bench wherein he has challenged the High Court Rules and permitting him to represent his case.
