It is pointed out by learned counsel for respondent no.3 that the occupation certificate has now been issued. Considering the prayers made in the petition, a substantive challenge has to be raised by the petitioner to the occupation certificate, in which case, it may not be possible to grant effective relief to the petitioner. 2.

In such a view of the matter, learned counsel for the petitioner requests for some time to obtain instructions.
