Ms. Chavan, on instructions from Mrs. Mahabole, states that the Court may, without going into merits of the matter, quash and set aside the impugned order dated 29th December 2023 and remand the matter to respondent no.3 for de novo consideration.

Ordered accordingly.

Respondent no.3 shall pass a fresh reasoned order in accordance with law dealing with all submissions of petitioner. Before passing an order, a personal hearing shall be given to petitioner, notice whereof shall be communicated atleast 5 working days in

After the personal hearing, if petitioner wishes to file written submissions, same to be filed within 3 working days thereof. The matter to be disposed on or before 30th November 2024. We clarify that we have not gone into the merits of the matter. All rights and contentions are kept open.
