Heard learned counsel for the parties.

Dr Avinash Poddar, learned counsel for the Petitioner, on instructions seeks leave to withdraw these Writ Petitions with liberty to file Appeals against the impugned order. Dr Poddar states that the Appeals will be instituted within four weeks from today.

Accordingly, we grant leave with liberty as prayed for. If the Appeals are indeed instituted within four weeks from today, then they must be decided on merits and in accordance with law.

We clarify that we have not examined the rival contentions on merits and therefore, all contentions of all parties are left open.
5.
The Writ Petitions are disposed of with liberty in the above terms.
