A common judgment in both these writ petitions is delivered in the open Court in the presence of the learned senior counsel for the petitioner and the learned Additional Solicitor General appearing for the respondent nos.5 to 7. Both the writ petitions are dismissed.

At this stage, Mr. Aspi Chinoy, the learned senior counsel for the petitioner appearing in both the writ petitions makes a prayer for maintaining status-quo for six weeks, a statement in this regard was made by the learned Advocate General on 8th May 2025 in the present proceedings.

Writ Petition No.4769 of 2024 filed by the Union of India challenging the order dated 17th April 2023 has been dismissed as withdrawn. We have also recorded a finding that the writ petition filed by the petitioner challenging the orders dated 1st October 2020 and 17th April 2023 shall not be maintainable and, in view thereof, the prayer for maintaining status-quo for a period of six weeks is declined.
