It would be appropriate to direct the Petitioner to effect changes to the cause title, to make it consistent with the cause title in the Impugned Award, without prejudice to the contention that it is the secretariat of the legislature that should be a party to the dispute. The Petitioner ought to be indicated as the State of Uttar Pradesh, which would be consistent with the Impugned Award, which holds the field pending adjudication of this Petition.

In fact, one of the grounds of challenge is that such contention of the Petitioner has not been dealt with by the Learned Arbitral Tribunal. Nothing in the alignment of the cause title with the cause title in the Impugned Award shall prejudice the merits of this issue when the Petition is heard finally.

The aforesaid changes should be effected within a period of two weeks from the date of upload of this order. 4.
