Writ Petition No. 189 of 2025 is not on board. Upon mentioning the same is taken on board.

These petitions challenge the rejection order dated 20.12.2024 (Technical Evaluation) and order dated 23.12.2024 (Financial

{2} 63-wp-180-2025 Evaluation) and seek direction to the respondents/authorities to open the financial bid of the petitioner and declare the petitioner as successful bidder.

Heard learned Senior Advocate for the petitioner, learned AGP for the State and learned advocate for respondent No. 1. Perused the record.

Admittedly, the tender conditions stipulate that "all the uploaded holding power of attorney on behalf of the tenderer. The document which do not bear digital signature will not be considered for evaluation". The condition that all the tender documents shall be 5.

Admittedly, the petitioner has failed to digitally sign all the documents of the tender. The work order is issued on 03.11.2025 and according to the learned advocate for respondent No. 1, 80% work is already complete.
