Mr. Ashutosh Kumbhakoni, the learned Senior Advocate appearing for respondent nos.1 and 2, on instructions, submits that the petitioner could be permitted to submit its bid, which submission could be made subject to final outcome of the writ petition. Hence, without prejudice to the rights and contentions of either parties, the petitioner is permitted to submit its bid. Such submission would be subject to further orders of the Court. However, till the next date of the proceedings, the bid of the petitioner shall not be opened.
