We have heard the petitioner in person. With all respect, he seems to be a court bird, filing petitions after petitions. Today even he makes a submission requesting the court to undertake enquiry into membership issue of the co-operative society which is exactly the same as was made by him and noted by the learned single judge in his order dated 10.08.2017 passed in writ petition No.7923 of 2017. 2.

In our considered view, all these circumstances are indicative of inability of the petitioner to understand the law and address the court within four corners of law. We are of the firm view that we can allow the petitioner to address the court only through an advocate.

In spite of repeated attempts by us to convince the petitioner in person, he still proceeds in arguing the matter and in soliciting the direction.
