Issue notice to the respondents. Learned AGP waives notice for both the respondents and places on record the communication of today's date, which is taken on record by marking as Exhibit-'X'. 2.
The petitioner was required to approach this Court by filing Writ Petition No.4086 of 2024, which came to be decided on 18.06.2025. Directions were given and respondent No.2 therein i.e. present respondent No.2 was directed to consider and take appropriate decision on the proposal forwarded by respondent Nos.3 and 4 therein on its own merits in the light of the decision of this Court, Bench at Nagpur in Writ Petition No.7706 of 2022 dated 21.12.2023.

Thereafter, a communication/order has been issued by respondent No.2 herein dated 06.11.2025, which we find to be contemptuous. In fact, respondent No.2 was not supposed to interpret anything. However, it appears that there is unnecessary attempt on the part of respondent No.2 to have different interpretation and, therefore, though in Exhibit-'X' i.e. today's communication, there is a statement by respondent No.2 that she would cancel the order dated 06.11.2025 and take a fresh decision within a period of four weeks, we are not accepting the Exhibit-'X'. 4.
Respondent No.2 to remain present before this Court on 18.02.2026 along with affidavit explaining the circumstances. We reserve our right to take action against her.
