In view of the above, these Writ Petitions are disposed off with a direction Respondent No.5 to deal with the said proposals on its own merits and by following the due procedure laid down in law, within a period of 60 days from today. Let a reasoned order be passed. We make it clear that we have not expressed any opinion on the merits of the proposal.
