In the light of order dated 22.07.2025, the learned A.G.P. has taken instructions in the matter and he reports that although the birth certificate at Exhibit-"C" records Government of Maharashtra, Department of Public Health, Latur City Municipal Corporation, Latur at the top, the said details are to be uploaded on a portal and the said portal is concerned with the Central Government. It is indicated that the Central Government under the Registration of Births and Deaths Act, 1969, has supervision and control over formats that may be prescribed for birth and death certificates. Attention of this Court invited to Section 30 of the said Act, which indicates that even if the State Government has to frame rules to carry out the purposes of the said Act, such rules can be framed only with the approval of the Central Government.

In that light, it is submitted that even if the directions contained in order dated 22.07.2025 passed by this Court in the present petition are to be carried out, the Central Government will have to be made a party in the present petition.

In that light, learned Counsel for the petitioner submits that immediate steps can be taken and the relevant department of the Central Government can be made a party respondent. Accordingly, the petitioner is granted leave to add the Government of India, Ministry of Home Affairs Through Registrar General and Census Commissioner, India, as a party respondent in the present petition.

Amendment be carry out within one (1) week from today. 5.
Issue notice to newly added respondent No.4, returnable on 02.09.2025. Learned Counsel - Mr. S.W. Munde waives service of notice on behalf of newly added respondent.

We request learned Counsel - Mr. S.W. Munde to go through the papers, particularly the order dated 22.07.2025 passed by this Court and to take appropriate instructions from the newly added respondent before the next date of listing of this petition.
