The petitioner is challenging an order passed in the year 2019 by way of present writ petition filed in the year 2025. Only reason explaining laches in filing the writ petition is filing of representation, and Covid-19 lock down. The Covid-19 lock down started on 23 March 2020 and was in force for less than two years. Hence, the explanation to explain laches is not sufficient. There are unexplained laches in filing the writ petition. No interference in the impugned order is called for.
