We find that the impugned order dated 14.10.2024, is not an order of rejection, but a communication of the deficiencies/queries raised by the Deputy Director, Education, Kolhapur Division, Kolhapur. The said Officer has entered his affidavit in reply dated 11.3.2025, in which he has stated that the deficiency No. 4 has already been cured by the Management.

Let the Management tender its revised proposal in the light Talwalkar

16.WP3284.2025.odt of the said queries, within 45 days from today. After the Management tenders its revised proposal, Respondent No. 2 Authority shall deal with the said proposal by following the due procedure laid down in law, within a period of 45 days thereafter and pass a reasoned order. 3.

In the event, an adverse order is passed, the Petitioners would be at liberty to avail of a remedy as is permissible in law. If the approval is granted, further steps for grant of Shalarth I.D. shall be initiated by the respective parties, expeditiously. 4.
