The learned AGP desires to take instructions as to whether the post on which the Petitioner claims to have received promotion, has actually lapsed or not. Prima facie, it appears to be a case of an ante-dated promotion order issued to the Petitioner, in the backdrop of the proposal for approval having been tendered four and a half years after such purported promotion and the fact that the Petitioner was drawing salary of the earlier position of a Peon held by him, during this entire period. 1/2
