The learned AGP submits that the vigilance cell inquiry has been conducted in April, 2025. A copy of the vigilance cell report would be tendered to the Petitioner along with the statutory 15 days notice. After the written reply of the Petitioner, a final decision would be arrived at, within a period of 120 days.. 2.

The Petitioner tenders his email address and WhatsApp number for easy correspondence and to serve him a copy of the vigilance cell inquiry report, as under :

Let the proceedings be completed with a final order, on or before 31st August, 2025.

Since the Petitioner prays for protection of his service, let an affidavit undertaking declaring that he would not claim increments/ pay fixation/ promotion/ service benefits etc., until his claim is validated either by the Committee or by the Court, be filed in this matter, within a period of 21 days and similar affidavit be tendered to Respondent No.3/ employer, within the same timeline. On the condition of such affidavit undertaking, the services of the Petitioner would not be terminated only for the reason that he does not have a validity certificate. If such affidavit undertaking is not tendered, the employer is at liberty to proceed against the Petitioner. 5.

With the above directions, this Writ Petition is disposed off.
