On 7th January 2026, we had passed the following order : "1. The learned AGP has pointed out to us that the Chief Executive Officer ('CEO'), Zilla Parishad, Raigad was alerted by the Government to ensure that the orders of this Court should be complied with. The photostat copy of the communication to the CEO, Zilla Parishad, Raigad, dated 2nd January, 2026 by the Under Secretary, Rural Development and Panchayat Raj Department, is taken on record and marked as 'X-1' for identification.

heartless manner in which the Zilla Parishad, Raigad has treated the Petitioner, who was rendered paraplegic on account of a brain stroke and accompanying illnesses. He is being fed with liquid food through tubes. Yet, we are informed by the learned Advocate for the Zilla Parishad, Raigad, on instructions from Dr. Sachin Deshpande, who is present in the Court, that though the State Government gave a reminder to her on 2nd January, 2026 to ensure complete compliance of our directions, 50% salary of the Petitioner from 1st July, 2020 till February, 2021 has not been paid.
3. We have passed several orders earlier only to avoid an unpleasant situation. Today, noting the conduct of the CEO, we are constrained to direct the CEO to remain present in the Court on 9th January, 2026.
4. List this Petition on 9th January, 2026, in the 'Urgent Supplementary Board."

On an earlier occasion, the CEO, Raigad Zilla Parishad, Alibag, Ms. Neha Bhosale, had to appear before this Court in view of our order dated 7th October, 2025, wherein we noticed not only the pedantic approach of the then CEO, but, complete insensitivity towards the Petitioner, who had suffered a brain stroke on 3rd January, 2019 and was rendered paraplegic. He was being fed with liquid food through a tube inserted through his nose, under the supervision of specialized nurses. Having been confined to his bed and unable to move, he remained absent, and the Department was informed.

The earlier CEO, namely Dilip Halde, suspended the Petitioner. The succeeding CEO, Dr. Kiran Patil, reinstated the Petitioner, but, initiated disciplinary proceedings. After the Petitioner's suspension was recalled, the present CEO, Ms. Neha Bhosale, directed him to remain present for duties though it was conveyed that the Petitioner was paraplegic, having suffered a brain stroke.

In the initial hearing of this matter, we noticed that our order was promptly complied with by Ms. Neha Bhosale. On 13th October, 2025, Ms. Bhosale did not remain present before the Court on the ground that she was attending to a Minister who was on a tour in Raigad. We, therefore, posted the matter next day. When we delivered the judgment on 14th October 2025, we noticed that Ms.Bhosale had taken urgent steps and, therefore, we actually recorded our appreciation. Insofar as the compliance of our directions are concerned, the matter has again taken a disturbing turn.

In view of the facts and circumstances, we were compelled to direct the CEO, Ms. Neha Bhosale, to remain present before the Court, today. Today, the learned Advocate for the Zilla Parishad showed us a photostat copy of the communication dated 8th January, 2026, addressed to ...3
the Registrar General of this Court, stating that she could not remain present before the Court as a meeting for Grievances Redressal was scheduled on 9th January, 2026. She deputed Dr. Sachin D. Deshpande, Deputy Commissioner, Animal Husbandry and Dairy Department, to attend the proceedings.
