In view of the above, both these Writ Petitions are disposed off.

Let the Deputy Director of Education follow the due procedure laid down in law and decide the said proposals with reasoned orders on their own merits, within a period of 90 days from today, without referring to those Circulars/Government Resolutions which have been set aside by the orders of the High Court.
