The petitioner, who is a student of Mechanical Engineering in respondent No.2- College, has prayed that respondents be directed to consider his request for change of branch from Mechanical Engineering to Civil Engineering in the Second Year Degree Course for the academic year of 2025-2026. The learned counsel for the petitioner submits that such change of branch is not being considered for want of No Objection Certificate from respondent No.3. 3.

Learned AGP, upon receiving telephonic instructions from respondent No.3, states that such NOC from respondent No.3 is not necessary as the said decision is to be taken at the level of respondent No.2-College. In this view of the matter, it is open for the respondent No.2 to take appropriate decision DSS 1/2

m1-wp-9156-25.doc for change of branch of the petitioner from Mechanical Engineering to Civil Engineering as requested for, without insisting on NOC from respondent No.3. Consequently, the communication dated 20th May 2025, which is annexed at page No.40 to the petition is rendered ineffective. 4.

Respondent No.2- College shall consider the application of the petitioner for change of branch from Mechanical Engineering to Civil Engineering for the academic year of 2025-2026 without insisting on NOC from respondent No.3. 5.
