Prima facie it appears that the petitioner was not provided an effective opportunity of hearing as the impugned order dated 7th July, 2025, records that on that day itself the petitioner had filed his reply to the show cause notice. 3.

The learned AGP seeks time to take instructions as to whether on 7th July, 2025 the District Collector (Excise) had provided an effective opportunity of hearing to the petitioner. 4.
