Heard the Learned Counsel appearing for the Petitioner. The Petitioner has sought Circulation on the basis of the Notice dated 8th October 2025 issued by the 3rd Respondent It is submitted that the Notice dated 8th October 2025 was received by the Petitioner on 15th October 2025.

On the basis of this Notice, the matter was circulated, and relief is sought in the Petition by the Petitioner.

The Learned Counsel appearing for the Respondent No. 5 vehemently opposed the Application. It is submitted by the 5th Respondent that, the impugned order challenged in the Petition is dated 1st February 2024. The Petition was filed in July 2025. Thereafter, the matter appeared on the cause list on two occasions; however, no relief was granted in the present Petition. Therefore, there is no urgency.

After hearing the opposition by the 5th Respondent, the Learned Counsel for the Petitioner sought relief to amend the Petition and challenge the Notice dated 8th October 2025. Accordingly, liberty is granted to amend the Petition to challenge the Notice dated 8th October 2025 issued by the 3rd Respondent.

Amendment shall be carried out within a period of one week from today. A copy of the amended Petition shall be served by the Petitioner immediately thereafter to all the Respondents. All the Respondents shall file their respective Affidavit-in-Reply, if any, within a period of one week from the receipt of the amended copy of the Petition.

The matter be placed on board "for directions" on 3rd November 2025.
