Issue notice to respondent Nos.2 and 4, returnable on 14 November 2025.

For non-compliance of directions issued under Section 79-A, the Registrar has disqualified the Managing Committee and appointed Administrator. This Court has already held that the directions issued under Section 79A are directory. Considering the subject matter involved, in my opinion, no case for appointment of Administrator or disqualification of the Managing Committee was made out.

Until further orders, there shall be ad-interim relief in terms of prayer clause (d).
