Seeking a direction to the respondents to pay them minimum pay-scale which is given to regular employees, 22 persons who were deployed under the respondent-establishment vide order dated 21st February 2022 have approached this Court.

The petitioners have made Director of Health Services, Saint George Hospital, Chief Executive Officer of Zilla Parishad, Sangli, District Health Officer, Zilla Parishad, Sangli and CSC-e-Governance Service India Limited as party-respondents in the present proceedings. They have pleaded that they were designated as Lab Technicians, Pharmacist, Junior Clerk, Female Attendant and Male Attendant, Cleaner etc. and were posted at the disposal of the District Health Officer who looks after the Primary Health Center within the Zilla Parishad at Sangli. They further pleaded that they were working on contract basis as per the tender allotted by the respondents which was given to CSC-e-Governance Service India Limited.

2 910 WP-10612-25.doc to the decision in Writ Petition No.2247 of 2014 titled "Dhiraj S/o. Sudhakarao Wankhede vs. The Zilla Parishad, Chandrapur Others". On perusal of the order dated 20th November 2019 passed in Writ Petition No.2247 of 2014, it becomes clear that petitioners therein were working as contractual drivers and they were seeking regularization of their services after putting in more than 10 years of continuous service. However, this is the case pleaded by the petitioners that they are working since 21st February 2022 and they have not even pleaded what remuneration is being paid to them.

In the aforesaid factual background, we are not inclined to seek any response from the State-respondents.
